How to create checklist on ipad mini notes?

So it looks like you have to have Notes turned on in your iCloud, then you can upgrade and get the new features
Do you have to have as mac to do it? I just upgraded my notes and I don't have the new features showing up like in the example beyond the ability to sketch/draw
I Can do skeching and inserting photos, I guess it is upgraded already. And i can't find the upgrade button near the icloud folder

I went into the settings and under iCloud toggled notes on. Went into the notes app and got the upgrade page. Tapped to upgrade and....nutin
I even rebooted and I have nothing. no options beyond inserting photos or drawing

specifically mentions el Cap and your iPad. Do you have El Cap? or do you have the new features without having El Cap?

I have a mini as well, and it's a 4th gen so it should be up to date with all the bells and whistles. I can't test on my iPod because it's a 5th gen
I have the new features withou EC. I am not running El Capitan on my Mac. I am still running Yosemite. You need to be running El Cap in order to sync upgraded notes with the iPad but if you just want to use iCloud notes on the device itself, running El Cap doesn't matter.
If I am not mistaken, bobseufert first made me aware of this. He doesn't have a computer at all.
so that rules that out as an issue. And I swear I read that the new notes were for most if not all of the minis (like maybe 2 or later) because I remember reading that it's for the touch 6 not 5. So it SHOULD be on the iPad, which means it's something that we did or didn't do to not have all the new formatting tools.
aahah, ok, on the keyboard I had a little white line in the middle. I swiped that up and it brought up the top grey bar, which had been invisible to this point
now I see the options
So you see the checklist option now?
yes, once I pulled that little bar up I can see that grey bar of options.
So without that grey bar, it looks like you haven't upgraded when you really have.
IF you enable shortcuts in the keyboard in Notes, the grey editor bar will be visible.
MY keyboard shortcuts were on but they were still invisible
