ATV Gen 4 requires a power cycle to be detected by system

Apple TV Gen 4 is all of the sudden after 3 months of working flawlessly requiring me to cycle unplug and replugged its power for it to be detected by my receiver. I've tried swapping HDMI cables. And cycling the pioneer receiver no joy. It like the signal is either not of sufficient voltage to be detected or ?? Unplugging and replugging power fixes for a given session.

I too have noticed that HDMI-CEC has stopped working reliably. It sometimes requires an Apple TV start or restart to kick-in.

For me it coincided with the tvOS 9.1.1 upgrade.

Interestingly it only affects one of my two Apple TVs.
