If you have songs purchased prior to 2009, they will be 128 Kbps protected AAC files. If you wish to upgrade them to 256 Kbps you will need iTunes Match. Subscribe to iTunes Match - Apple Support

"iTunes Plus" is just the name Apple uses for the current download audio file format used with purchased songs, which is 256 kbps AAC format. It's "plus" because the original format for iTunes Store song downloads (until early 2009) was lesser quality 128 kbps AAC format. Therefore, when you buy and download songs from iTunes Store today, you are getting "iTunes Plus" already. There is nothing to "get" separately.
