iCloud not reflecting Storage

Hello I recently notinced that my iCloud total storage and available storage says 5gb and I have a half a gb of photos and a iPhone backup. I would figure it would say that I have like 4.2gb available but it still says that I have 5gb no matter what I do. I have restored my iphone and I have deleted all backups and photos from my account and it will not change any ideas? Also I've uploaded a 3gb file to iCloud Drive to see if it would change and nothing. Thanks
