Need to do hard reset on phone

I see that you are needing to do a hard reset of your recently purchased iPhone. It sounds like the previous owner hasn't turned off Find My iPhone Activation Lock. The following article provides what needs to happen to inactivate Activation Lock and allow you to use the phone. If this isn't done, you will not be able to use the iPhone.
