Q: Security & Privacy preference

Could not load Security & Privacy preference pane in El Capitan

 

hi

i had to restore from time machine to a newly installed HD.

now that (almost) everything is back to normal, as i go into System Preferences, i could not load Security & Privacy preference pane.

i looked online but no one has had this problem with 10.11.2 using an admin user login

is there a plist/system file in the library i have to reset?
