Which photo formats can I use with My Photo Stream?
My Photo Stream supports JPEG, TIFF, PNG, and most RAW photo formats. My Photo Stream doesn't work with video.
if you are using rather iCloud Photo Library and not My Photo Stream, then you can check for photos that cannot be transferred by creating a smart album "Photo cannot upload to iCloud Photo Library". Photos imported as referenced can also not upload to iCloud Photo Library.

i'm using the iPhone 6s camera and have taken a series of photos of Carnival which, i believe, only takes jpeg format.
In Photos on my MacBook Pro to view and edit the photos.
But only some photos, seemingly at random, as i didn't touch any thing on my phone, have synced up with my Mac.
Why ?

Were the series a quick succession of shots? Then they may be grouped together in the Bursts album.
Check the settings on your iPhone, if bursts will be transferred or only the selection of a burst.
Are really all the photos JPEGs? If you have taken a live photo or accidentally clicked video, the photo might be a video. And videos do not transfer by My Photo Stream.
And My Photo Stream will only transfer if you are connected to Wi-Fi, the camera.app is closed, and the battery is sufficiently charged. If the battery is low, the transfer will be delayed.

what else can it be ?
when i connected my phone to the mac via USB .. THEN, all the photos transferred.
So why some and not others ?

You can use the Image Capture application to download the photos to a folder on your Mac, not into Photos. Then compare the file formats of the missing photos to the ones that transferred. Check, if the photos can be edited, and compare the dates. Perhaps you can find out tis way what is different about the missing photos.
