Why Not? What happens when you try? Any particular album? Synced photos? More details please.

You have made yourself clear. I don't know what the Apple support representative was talking about because I can hide photos in 9.2.1.

Try a forced restart of your device. To force restart your device, press and hold both the Sleep/Wake and Home buttons for at least ten seconds, until you see the Apple logo.
