Profile Installation Failed on my iPad mini 2

When I updated my iPad mini 2 to iOS 9.0 months ago it told me "Installing Configuration From (null)" and "Profile Installation Failed The SCEP server returned an invalid response" I've looked up other help articles for this issue, but they're telling people to actually go into their iPad and change their settings, but the problem with that is, it won't even let me into my iPad. This 'null' message is blank white page showing up right when I open my iPad from the main 'Hello' screen and slide it to the right. I do have an iPad Air temporarily for the next couple months in case I need this to fix my other one. Anyone know how to help?
