Check System Preferences > iCloud.
Is iCloud Drive turned "On" there? If so, click "Options" on that row. Are all the options set correctly?
If all was OK in System Preferences > iCloud and you are still failing in this task, here is the next step:

Yes, iCloud Drive is turned "On" there.
In "Options", all the listed apps are checked.
When I created a new document and tried to save it, it didn't upload to iCloud Drive. Now it's one more document in the "queue":

Assuming you followed the instruction "Save your updated files to a different folder on your Mac ...", then yes, you should contact Apple Support.
Here in the U.S., you can generally get a call-back option where you give them a number to telephone you back at when your turn arrives. And they say you will not lose your place in line when you choose this option.
Or you could make an in-person appointment at a Genius Bar if you choose.
Now it works again!
What I did:
- logged out of iCloud Drive
- booted from the Recovery Partition
- ran First Aid on Macintosh HD in Disk Utility
- booted in Safe Mode
- booted in Normal Mode
- logged in iCloud Drive
Then uploading files worked again!
