Sharing and Permissions Custom Access Problem

We are having problems with Permissions in our small office. We all have iMacs, 2013 or newer running OS X El Capitan. All users have Read and Write permissions on our server, but whenever a user creates a new folder no one else can access the folder or its contents, and the user (including admins) who creates the folder cannot assign permissions; as you can see in the screenshot, the only thing listed under Sharing & Permissions is "You have custom access" -- there's no user lists or User uploaded fileoption to assign Read & Write privileges. How do we change the setting so new folders can be accessed by others?
