Songs, Storage and Apple Music – What is going on?

iOS 9.2.1

• Settings shows that I have 206 songs on the phone
• In the Music app, it shows I have zero downloaded songs available for offline play
• No songs show a phone icon next to them, so I am confident there are no partially downloaded songs on the phone
• Every time I listen to a song via Apple Music, the song count in Settings increases and storage depletes, so there must be some kind of bizarre connection

Music App settings are as follows:

• Show Apple Music (on)
• Use Cellular Date (on)
• High Quality on Cellular (on)
• iCloud Music Library (on)

If Apple Music is making songs available offline to me, I am not sure how to change these settings. Regardless, I have no storage left on my phone and I am trying to purge the phone of all songs.
