Sounds like a second hand iPhone.

If you are the firsthand owner, you should know.

To test, put a SIM in and if you cannot activate then it's still locked to a carrier.

Note: If that's the case, return for a refund.

Is this iPhone brand new? If not, make absolutely certain it is not Activation Locked. Check here:
