Try

Double tap the home button. Then force close Chrome by flicking the preview up and off the screen.

Single tap the home button to exit the mode

Then go into the settings, Chrome and see if you can throw away your history

For good measure, force your ipad to restart by holding down the sleep and home keys for about 20 seconds. When you see the silver apple, let go and let it restart then try again.
