Macbook Pro keyboard not working on login (wireless one does!)

Strange problem that I can't seem to fix...


On boot to the login screen the keyboard on the machine does not work and only way to login is with the wireless keyboard.

Once logged in keyboard and mouse work fine and they also work when wake from sleep, it's just from restart or power off/on that they don't function.

Have tried uninstalling/pairing the keyboard but then can't login and only way is to connect the keyboard by cable.

Tried so far: Deleting the bluetooth.plist file, PRAM reset and SMC rest.

As it works once logged in or from sleep thinking it something about boot but no idea where to look and how can the built in keyboard not be enabled ?

MacBook Pro (Retina, 13-inch, Early 2015)

Processor, 2.7 GHz Intel Core i5

Memory, 16 GB 1867 MHz DDR3

OS X El Capitan, 10.11.3

FireVault is enabled.

With latest apple wireless keyboard.
