Hello- I can't access the free apps at the store because there's something wrong with the billing. I've tried to remove the information to get none back in my options but that doesn't work. How can I correct this?

If you have a billing issue with a previous purchase, update your billing information and complete your purchase in iTunes on a Mac or PC.

The none option is not available if you are in debt to Apple. You must clear your nalance per the link given by Jonathon above.
