That former owner will have to unlock the iPhone or you will never be able to use it. You must contact the original owner and have them unlock it. If you cannot, then try to get a refund.
This is all information that you should have asked for before you agreed to purchase a used phone. You should have asked the seller to remove their Apple id from the device before he sold it to you.
Nothing that you can do and probably by now the seller is uncontactable - you were scammed and if you cannot return the phone for a full refund, there is nothing that you can do. You will never be able to use this phone.
Cut your losses and start again by buying a phone from a legitimate source.
