How do I get my Apple ID unlocked when I no longer have access to the recovery email address?

You should be able to reset the account's password by answering the account's security questions on http://iforgot.apple.com
If you can't your answers then contact Support in the country where you are (and which is therefore the country on your account) and see if they re-enable the account and reset its questions : Contact Apple for help with Apple ID account security
