My question has to do with the website cookie files. I remove (safari) cookies but some say cache file and it seems even when i remove the cookie, it later comes back. The web cookies that do not indicate cache file do not.
My question is how do i remove such cookie/cache sites?

The best way is not to at all. Clearing caches unnecessarily makes your computer run slower while they are rebuilt. Were you having a specific issue that you thought cache clearing might fix? If so, post about the actual issue.
Try a restart.
No issue per say , i clear the cache on safari, i thought you need to do it from the cache under library also to clear out files that build up over time.
Not only is it not necessary, but you shouldn't do it, because it will make your Mac run more slowly if you do.
