iPhone listed as offline on iCloud but it's connected to internet.

Hello, My iPhone 6s ( iOS 9.2.1 ) is connected to internet. I'm able to sync text notes on iCloud drive. I'm signed in to my Apple ID on both the phone and MacBook pro running El Capitan (10.11.3). On the Find iPhone on iCloud via the Safari browser the phone is listed as offline and I cannot Play a Sound. I get a message that says iPhone will play a sound when connected to the internet. Any ideas on how to get the Find iPhone to work?
