Hi, have you had the same issue with apple tv 4?
Everytime after a power outage, when I try to open third-party apps on apple tv 4, it only shows white screen. The built-in apps work fine.
I tried reset. It worked. BUT! It's a time consuming thing to reset it and install the apps again one by one, especially those which require
to login in the app.

Try force quitting each app instead of reinstalling them.
Tap the TV icon button twice and swipe up on all the running apps and then relaunch them.

I had a power outage on Monday, When went to watch Netflix I noticed the same issue. I noticed this with all of my third party apps.
I was able to fix it by installing a new/different free app, which apparently syncs your appletv with your account. Once I did that Netflix and all other third party apps started to work perfectly.
