Please answer me, why the Movies in the cloud (redownload) are not available in Poland? 😕 Redownload option is one of the reasons to buy a new Apple TV.

This is not Apple's policy - it is a policy determined by the country in which you reside.

Google Play Store Movies are available, i can buy and redownload whenever i want. Netflix or Chili are also available, so this isn't a policy determined by the country.
Google is another provider, Netflix is a streaming service and thus not relevant. The licensing for the cloud in iTunes is not available and is determined by the rights holders who have not given consent for this feature in that region.
