Connection and Charging issues with Apple Pencil

My new Apple Pencil is amazing when it works which is not very often. When I plug it in to the iPad Pro it always says either 3 or 0% charged no matter how long it has been charged. Sometimes the battery will quickly increase but then the pencil alternates every 5 seconds or so between being connected and not. I've tried re-pairing the pencil and restarting the iPad. Nothing makes a difference. Help!
