Family sharing using a windows laptop and ipad

Hi I have imported a CD to my Windows laptop and want to use Family Sharing to allow music from the laptop to be shared with my ipad. I've turned Sharing on the laptop using iTunes preferences, and set family sharing up on the ipad. But it's not working and the laptop isn't "seeing" the other member of family I've invited using the ipad. how do I get the music content to sync?

Family Sharing is meant for items purchased from the iTunes, App, and iBooks Stores. Not for ripped songs from CDs.

For that you want to use Home Sharing.
