How to access another user library from root account on mac 10.11
hello experts can you please help me find out how to access the user library of an account when I am logged in as root on 10.11?

Open the Users folder, then its home folder, choose Go to Folder from the Finder's Go menu, and provide exactly Library as the path. If desired, you can put a folder's name followed by a / at the beginning of the path instead of double-clicking that folder.
