can i upload media directly on to apple tv memory?

can i upload/store/play media such as videos and photos from my computer directly onto apple tv device?

Welcome to the Apple Community.

Only in a temporary sense for buffering, you can't load a couple of movies on for later.

so what is the point of buying the larger capacity device? just to be able to add more apps?

Yes that would be the only reason at this time. More apps and more app data
