Can I merge 2 Apple IDs?

I have an USA account that was used with gift cards (they aren't available in my country). So, I've started purchasing with my local account with credit card, and I wish that I could use content from both accounts, but if I do it, my computer will not be allowed to sign with another Apple ID for 90 days. (It happens and it's very frustrating! I've already spent 90 days without my iTunes Match songs on the Mac.

I've tried using family share to solve, but the sharing only works with accounts from the same country 😟
