Print to PDF security problem

When I Print to PDF, and set the security settings COMPLETELY OFF, I still cannot annotate the PDF in Adobe Reader. Why?

I can annotate in Preview, BUT adding 25 letters in a text box, TRIPPLED the size of the file.

I had to stop using Preview, because it kept doubling the size of a file every time I edited it. So, my 28KB file quickly becomes over 1MB. THIS IS STUPID. Adobe never did this.

BUT, now I can't annotate my PDF's.

I used to NOT have this problem, but I updated to Lion.

You can compress PDF with online PDF compression tools after editing and saving it with Preview, and assuring it is legible with Adobe Acrobat Reader. Adobe Acrobat Reader is generally not a great way to edit PDFs. They basically have made PDF editing a function really for their pro software. A cheaper PDF editor that offers lots of options is Wondershare PDF, and there are also online PDF editors.
