If you have ringtones (and other content) on your iPhone 4 that you want to transfer to your iPhone 6S, you can use the method in Transfer content from an iPhone, iPad, or iPod touch to a new device.
If you have ringtones in an iTunes library, you can also Sync your iPhone, iPad, and iPod touch with iTunes.
