is there an iCloud app to directly access iCloud?

Not as a whole no, but the photos app accesses your photos in the cloud, the iMovie theatre app accesses your movies in the cloud for example.

There is no iCloud Drive app if that's what you're asking but you can access your purchases, photo stream/shared albums, iMovie creations by going to the respective app. You can also access your cloud storage on another device and mirror or airplay (video)
