How do I get my old Icloud back on my Iphone?

I went to D.C. and i forgot my password and then I got locked out of my phone and I went back to the hotel to sign out of my Icloud and then when i tried to sign in to my Icloud it just gave me my phone numbers and not my notes, photos, apps, and my movies even though I back them up on the cloud and i don't know what to do?
