Lost Ipod Touch 5th generation

If I have the serial number to my Ipod, why can't Apple prevent anyone from using it. The fact that anyone can do a restore on an Ipod touch just makes it an easy target for theft. What are Apple plans to correct this issue? I don't think anyone has the money to replacing Apple products because of poor security protocols built in to the product. I have activated the locate my Ipod but it is not connected to the internet which it won't be until it's being restored by another user.
