My new I phone 6 S Plus will not log into I cloud. It keeps asking for approval from another device. When I go to the other devices this phone is already listed as an approved device. The phone just keeps waiting for approval. There is no box to enter any information or approval.

It sounds as if you have set up two-step verification (a good idea).
This explains the various alternatives you can use to proceed. Hopefully you have your recovery key available if you need it.

I do have the 2 step verification however it will not ask for a verification code. It just has a spinning wheel in the middle of the page saying Waiting For Approval. I can see no way to approve it. I have gone to other devices and the phone is already listed as an approved device. I have no idea what to do next. It has been waiting for approval for over 30 min. now and I have no idea how to approve it as other devices say it is already approved??? Please help
Reset the new iPhone. Hold the home and on/off buttons together for about 10 seconds until the Apple logo appears.
I have done this twice now. When I phone comes back up and I go to iCloud to log in I end up in the exact same spot. I am willing to try again but this does not appear to work.
