Music iCloud, not syncing

Hi everyone,

I purchased a new phone (iPhone 6s) a few months back and since then I have had problems with the music iCloud that is offered with Apple music. According to my iTunes library, I currently have over 800 songs. However, only 245 are not in the "cloud" and therefore are the only ones downloading to my phone when the cloud is turned off AND they are the only ones downloading to my iPod nano. Can somebody please give me advice as to how I take the songs that I already had out of the cloud. I did not download these songs through the streaming service so I am really confused why they are not syncing with my phone or my iPod. And yes, all my systems are currently up to date.
