Hi, I have an iPhone 4 and it only turn on When I connect it to the charger but he stops at the Apple start. I used the power button and home to reset the phone, I used the restore itunes, I changed the battery, but continues the same mistake. I don't know what to do.

Was it changed by an Apple Store or Authorized Apple Service Provider?
If not, you're out of luck, and it's time to purchase a new iPhone.
You said you changed the battery. Did you have apple change it or did you do it yourself with a 3rd party knock off? If you did the latter then you are out of luck and no one here or even apple can help you.
I live in Venezuela and I sent my phone to Apple's service here but they said We can not help you because your phone is too old so They sent me to another service shop where they installed apparently the original battery on my phone , but the problem is not the battery, because before that change my phone realized the same mistake, nothing has changed with everything I do, That is the reason why I consult you What can I do?.
