It sounds like your camera isn't working at all since you updated your phone or you are missing the Camera and FaceTime apps altogether. I would use the troubleshooting in the following article to help you out here. There are different sections for the different symptoms you might be seeing:

It is also possible that Restrictions may be enabled, with Camera and FaceTime being disabled so I would check that as well:
