How to use extra storage ipaid for in icloud only used 51 but the rest is untouchable and my phone keep saying no memory

Your phone is telling you that it doesn't have any more storage space. The storage you paid for in iCloud is on the iCloud server, not on the phone: it's not possible to increase the phone's storage capacity. The only thing you can do is to find some data to remove from the phone.
