Create a playlist on my phone

Can't create a playlist on my phone...............

I am not very technical and hence my frustration is getting epic. All I want is to create a music list on my phone, but as all my paid for songs which I paid apple for are now somewhere in a cloud............ I am not considering this theft. I am probably going to move to another phone type amd see if it is easier with them. I also find it incredible that a company that charges you this much for it's products is too cheap to pay for a manned help desk.
