Q: Creating Apple TV (4th Gen) Music Playlist

I'm using an Apple TV (4th gen) and trying to create a playlist using songs I've purchased from the Apple Store. I do not subscribe to Apple Music, nor do I have any interest in joining. In the Apple Music app, I've seen the ability to create playlists in the app (by holding the select button on a song or choosing the "..." icon on the song currently playing), but in all demonstrations the user was an Apple TV subscriber. I am able to bring up the song menu in which "Add to Playlist" would normally appear. This option is left off for my purchased music, however (I get the options: Play Next, Add to Up Next, Speakers...). It appears that one can only create playlists within the app with an Apple Music subscription. I realize I can use the Computers app to access iTunes playlists on my computer. I buy Apple products expecting a certain degree of integration and simplicity (i.e. not making sure my laptop is awake and connected to the same network to play music off a playlist) though. Is Apple really already phasing out support for their music store? If this isn't a problem Apple is planning to address, I'll be purchasing music from Google Play or Amazon in the future. These sellers frequently run promotions that result in better prices, but I've been sticking to the Apple Store, because I thought it would work better with my Apple products.
