My recent photos will not show up in messaging and I cannot send photos through the messaging app

while in messaging, when I press the photos button it no longer gives me the option to see my recent photos. (It was showing two old photos, which I deleted thinking would fix the problem but didn't) furthermore when I press the insert photo library prompt it pulls up my library, and allo me to select a photo, which it downloads from iCloud (as evidenced by the circle timer) but when I press choose on the photo, it returns to the message and does not bring the photo with it.

Sending photos to messages from the photos app works perfectly fine.
