How do I open a new folder with key strokes in documents under Finder?

When I use Finder to save a document, I select a folder ad then may want to create another folder within the existing one or parallel to it. But although both the 'new folder' and 'save' buttons exist on the menu, they fall below my screen line and cannot be accessed. Command S works to save the document but Command Shift N does not create a new folder - it says I have gone 'icognito'. Not what I wnat.

Can you help?

MacBook Air (13-inch Mid 2013), OS X El Capitan (10.11.1), Just updated.

I still get that I have 'gone Incognito' using these keys from time to time. it may be that one has to already be in Finder at a folder? But thank you anyway, I had already been in Mac keyboard shortcuts and your message made me try again (although it was a little unclear as to how to decipher!)
