My iphone 5c 8 GB is currently using 5.3 still my phone storage appears full all the time.How to fix this

Try doing a reset, restart and or restore to see if any of them help
That is about normal. 8gb doesn't mean you get 8gb to play with. The preloaded software that you can't remove take up some of the space.
I have already tried Reset and Restart none of these worked. However I am not sure how to restore? If I restore will it erase all files, pictures and apps?
