Can I upgrade my iPad to iOS 9.2.1
My iPad which I believe is pre-iPad2 is on version 8.3(12F69). Can I / should I accept the iOS 9.2.1 update?

If you do not have a Software Update option present on your iDevice, then you are trying to upgrade to iOS 5 or higher.
