my e mail is over quota
no one can send me an e mail it return saying this email is over quota
Contact your email provider. Sounds like you are over your quota in terms of server storage capacity or number of emails. You might try using your email provider's web mail interface to check your usage. While using the web mail interface delete any emails you no longer need to store.
