Despite numerous downloads episodes are still showing cloud symbol and are listed as not in my library.

No clue what you are referring to. What kind of "episodes"? What do you mean by "numerous downloads"?
Please explain exactly what you have done and what happens when you are doing it. We cannot see your computer, so we don't know what you are experiencing - you have to describe it to us in detail. (and you are referring to your Windows iTunes Library, correct?)
