When you try to download or update an app and you get the message that the app could not be downloaded at this time, is that with all apps and updates?
I don't see that there was a system issue at that time

So please see if there is some other connection issue.
If you can’t connect to the iTunes Store - Apple Support
If it is only one app that won't download and all others download fine, then see
