Syncing iPhone/iPad...storage capacity errors

When I sync either my iPad or iPhone, the amount of space taken up by apps jumps about by several GB. First it drops to around 2GB (that is about correct) then halfway through the sync it doubles to over 4GB, then after a while it drops back to 3GB.

Right now what iTunes is saying is about 1GB more than in General/Settings.
