Cannot de-select Mail in icloud console

I got a new computer running Windows7. Icloud was acting buggy - photostream not working, chewing up GOBS of CPU, and not allowing me to de-select Mail option. I de-installed and re-installed Icloud. Same issue. I only want Photos. I select Photo options. I deselect Drive, Mail and Bookmarks. When I click "Apply", the checkmark is automatically put back on the selection for Mail!!! It was doing this b4 the de-install/re-install. How can I fix this???!!!
