Missing transitions in certain themes...

I work as part of a school which use MacBooks quite regularly. iMovie is one of the most popular apps and recently I have come across an issue whilst setting up for an upcoming class project. Within certain themes, most notably the newscast theme the transitions are missing as well as text titles. When previewing the certain titles or transition I receive this sort of error.

I have tried to just drag the transitions or titles into the timeline with some media clips and I receive a circle icon with a line through it. I have never experienced an issue like this before and I am the IT Support at the school but I am totally baffled by this. If I log into the administrator user on the device the transitions and titles work fine but it is whilst I'm logged in as a student user.

I am hoping that someone here could help me!
