Device Runs Full using iCloud Photo Library

When using iCloud Photo Library on a 16gb pad, my device constantly runs full. Although I have the optimize space on. i would so love to have the opportunity to set a maximum of how much space the photos are allowed to take.

Is using a 16 gb device with a lot of photos not possible any more?

No such setting using the library I'm afraid.

It is designed to sync the photos between point A and point B. At some point you need to move photos off your device and archive them somewhere else.
